Chapter I General

Promote the innovation of mass entrepreneurship, promote the open service of science and technology resources, give full play to the decisive role of the market in resource allocation, further revitalize the capital's superior scientific and technological resources, stimulate innovation and promote the production and research between small and micro enterprises and institutions of higher learning and research institutes. With cooperation, Beijing decided to implement the Science and Technology Innovation Coupon (hereinafter referred to as the “Innovation Voucher”) system, which was jointly organized and implemented by the Beijing Municipal Finance Bureau and the Beijing Municipal Science and Technology Commission. In order to effectively strengthen the management of innovative vouchers and give full play to the role of innovative vouchers, this management method has been formulated.
The second innovation vouchers are mainly used to encourage small and micro enterprises and entrepreneurial teams in the city to make full use of national-level, Beijing-level key laboratories, engineering technology research centers, Beijing Design Innovation Centers, and recognized public service organizations (hereinafter collectively referred to as “ The resources of the laboratory” carry out research and development activities and technological innovations, which are issued by the government. When small and micro enterprises and entrepreneurial teams purchase scientific research activities from laboratories, the units that receive innovative vouchers hold innovative vouchers and redeem them at designated departments.
Article 3 The funds for innovation vouchers come from the municipal financial science and technology funds. The use and management comply with relevant national laws, regulations and financial rules and regulations, and follow honest application, fair acceptance, preferential support, scientific management, open and transparent, special funds, and actual expenditures. in principle.
Innovative vouchers are used for the following two aspects: one is for issuing innovative vouchers to small and micro enterprises and entrepreneurial teams; the other is for paying for the service fees for the government to purchase innovative vouchers.
Article 4 The income from scientific research facilities and instruments open to shared services obtained by the innovation vouchers service shall be regarded as technical service income or income from scientific research contract projects, which shall be used independently by the management unit and may be used for performance incentives, personnel training and experiments of experimental personnel and auxiliary management personnel. Expenses for room construction and operation, research and development of instruments and test methods, and R&D activities around research contracts.
Chapter II Organization and Responsibilities
Article 5 The Municipal Finance Bureau and the Municipal Science and Technology Commission shall jointly establish a leading group. The head of the municipal finance bureau and the municipal science and technology commission leader. The leading group is mainly responsible for the policy making, decision-making guidance, supervision and approval, performance evaluation and research of the innovation vouchers to determine the major issues in the implementation of the innovation vouchers.
Article 6 The office of the leading group shall be established. The office is located in the Beijing Technology Trade Promotion Center. It is mainly responsible for the daily operation and management of the innovation vouchers, compiling and reporting the annual budget, specifically handling the application, issuance, redemption and organization evaluation of the innovation vouchers, completing the annual work report and other matters assigned by the leading group. .
Article 7 Recommended institutions. It provides professional services for innovative voucher applications for small and micro enterprises and entrepreneurial teams. The recommendation agencies are mainly selected from technology service organizations, technology business incubators or innovative incubators, and are announced annually after the decision of the leading group. The recommendation institution shall submit a work commitment letter and a working mechanism and safeguard measures for ensuring the smooth progress of the work.
Article 8 Professional service agencies. In the process of providing services to enterprises, collecting and fulfilling innovative vouchers, the laboratory specifically entrusts a professional service organization as the only external work organization of the unit in the work of innovation vouchers. It is mainly responsible for organizing laboratories to carry out scientific and technological resources services and auditing business. Authenticity and whether to meet the requirements for the issuance of innovative vouchers, whether the business has been completed normally, whether the proportion of matching funds meets the requirements, etc., receive and redeem the innovation vouchers.
Article 9 Professional service institutions shall select from institutions of higher learning, research institutes and enterprises to which laboratories capable of receiving innovative vouchers belong, voluntarily declare, choose preferred, and announce after the decision of the leading group. The professional service organization shall submit the work commitment letter and the implementation rules for the smooth implementation of the guarantee work. The implementation rules mainly include the laboratory list, the contract signing method, the main body for receiving the innovation coupon, the fund advance payment method and the innovative coupon redemption method.
Chapter III Forms and Support Scope of Innovation Coupons
Article 10 Innovative vouchers adopt the mode of network authentication. Each innovative vouchers shall be used within the validity period. The innovative vouchers for scientific research activities that have not been registered within the validity period will be automatically revoked after the deadline. Innovative vouchers that have been used in the past but have not been honored due to reasons such as the total amount of funds in the year or the time limit for redemption, etc., will be rolled over to the next year for support.
Article 11 Innovative vouchers are supported by small and micro enterprises and entrepreneurial teams. At the same time, 1-2 key areas can be selected for key support. Funding for research activities such as testing and testing, collaborative R&D, commissioned development, R&D design, technical solutions, or purchasing new technologies and new products (services) conducted by designated laboratories around technology innovation and entrepreneurship. Innovative vouchers only support research activities carried out by technological innovation and entrepreneurship. Other commercial activities such as mandatory testing and statutory testing that must be carried out in accordance with laws, regulations or mandatory standards are not covered by the innovation vouchers.
Article 12 Projects that are supported by the application for innovative vouchers have not received any financial support except for the special funds for innovative vouchers.
Article 13 Small and micro enterprises applying for innovative vouchers shall meet the following conditions:
• (1) Registered in the Beijing area, with independent legal personality, no more than 100 full-time employees, operating income of less than 10 million yuan, registered capital of no more than 20 million yuan, a sound financial institution, management practices, no bad Integrity record
• (2) There is no association, joint construction, or privilege bond with the unit that cooperates.
The entrepreneurial team applying for the innovation vouchers must meet the following conditions:
• (1) does not have legal personality and has not yet registered a business;
• (2) Entrepreneurial team members should be students at school;
• (3) Projects that support innovation ticket support must have the testing or research and development work required for product development and conversion (excluding projects that are limited to entrepreneurial text planning). The intellectual property generated after the completion of the project is owned by the startup team or jointly negotiated with the laboratory support unit.
The recommendation agencies should give priority to the top three entrepreneurial teams that have met the conditions for the issuance of innovative vouchers and won the provincial and ministerial-level entrepreneurial competitions in the past two years, or the first two entrepreneurial teams that won the Jinggao Higher School Entrepreneurship Competition.
Chapter IV Support Method
Article 14 Innovative vouchers adopt the network authentication model. In each reporting cycle, the maximum subsidy for small and micro enterprises and entrepreneurial teams to apply for innovative vouchers shall not exceed 500,000 yuan.
The amount of the innovative vouchers applied for is determined by the sub-segment excess retreat ratio method, and the results are rounded off and rounded up. The approved ratio is as follows:
• The amount of business contracts that meet the subsidy requirements for each year is determined at a rate of up to 90% in the portion of 100,000 yuan or less;
• The portion of more than 100,000 yuan to 500,000 yuan is approved according to the ratio of up to 60%;
• The portion of more than RMB 500,000 to RMB 1 million is approved at a maximum of no more than 30%;
• For those over RMB 1 million, the innovation coupon will no longer be subsidized.
Chapter V Application and Issuance
Article 15 The recommendation institution shall organize small and micro enterprises and entrepreneurial teams to apply for innovative vouchers. For selected key support areas each year, qualified professional services organizations can also serve as referral agencies to organize companies in the field to apply for innovative vouchers. The recommendation agency issues innovative vouchers to eligible small and micro enterprises and entrepreneurial teams.
Article 16 The recommendation institution shall review the application materials filled out by the small and micro enterprises and the entrepreneurial team online, and submit them to the office after passing the examination.
Article 17 After the office has passed the examination, the innovation vouchers will be distributed to small and micro enterprises and entrepreneurial teams through the recommendation institutions. Small and micro enterprises and entrepreneurial teams can obtain the quota of innovative vouchers through systematic inquiry. :
Chapter VI Disbursement and Cashing
Article 18 Professional service agencies shall review the application materials of small and micro enterprises and entrepreneurial teams, and organize laboratories to provide scientific research services for qualified small and micro enterprises and entrepreneurial teams. After completing the research service activities, it is necessary to register the corresponding contract contents and amount in time. After obtaining the unique identification verification code automatically generated by the reporting system, the information system is bound to the contract content to complete the innovation ticket collection.
Article 19 According to the binding conditions of innovation vouchers of various professional service agencies, the Office shall sign a work permit book for innovation vouchers with the Municipal Science and Technology Commission. The Municipal Science and Technology Commission shall allocate the funds for innovation vouchers to the laboratories or professional service agencies of the laboratories according to the task book.
Article 20 Professional service agencies shall submit innovative vouchers and relevant certification materials to the office within the prescribed time limit. The office organizes experts to review and verify the materials for the innovation of vouchers, and each laboratory relies on the innovations of the units or professional service agencies to make advance payment according to the results of the review. The voucher funds are cashed into the laboratory. Innovative voucher funds that have not passed the audit will be returned by professional service agencies.
Before the termination of the innovation voucher system, the final redemption period will be specified, and the issuance of innovative vouchers will be stopped. Applications for innovative vouchers will no longer be accepted, and innovative vouchers will be exchanged at the actual face value.
Chapter VII Supervision and Management
Article 21 Innovative vouchers shall not be transferred, donated, sold, etc. In the process of applying for the special funds for innovative vouchers, enterprises, recommendation agencies, professional service agencies, etc. shall not provide false information; professional service organizations and open laboratories shall not cooperate with Xiaowei. The enterprise or the entrepreneurial team will take the innovative vouchers by concealing the affiliation of the property rights, fictitious innovation vouchers or raising the contract amount. For units that violate the above provisions, stop or recover financial funds and include credit records. If it constitutes an illegal act, it shall be handled in accordance with the Regulations on Punishment of Financial Violations and other relevant laws and regulations.
Article 22 The Municipal Finance Bureau and the Municipal Science and Technology Commission shall be responsible for supervising and managing the special work of innovation vouchers, and shall be responsible for the supervision and implementation of these Administrative Measures.
Chapter VIII Supplementary Provisions
Article 23 The innovative vouchers system that connects the three regions of Beijing, Tianjin and Chongqing and other regions, the organization that receives the innovation vouchers and the process of redemption and redemption shall be separately formulated.
Article 24 In order to maintain the trade secrets and legitimate rights and interests of small and micro enterprises and entrepreneurial teams, the recommendation agencies and professional service organizations are required to strictly keep confidential the relevant information such as registration materials and scientific research activities submitted by small and micro enterprises and entrepreneurial teams.
Article 25 These Measures shall be implemented 30 days after the date of promulgation. The Measures for the Administration of Capital Science and Technology Innovation Voucher (Trial) (Jing Cai Ke Wen [2014] No. 2515) shall be abolished at the same time. The Municipal Finance Bureau and the Municipal Science and Technology Commission are responsible for the interpretation of these Measures.
