Chapter 1 General

The first is to implement the “Opinions on Further Accelerating the Independent Innovation of the Core Area and the Development of Strategic Emerging Industries” (Jing Hai Fa [2014] No. 10) to improve the ability of innovative services and create a good ecological environment conducive to innovation. , formulate these measures.

Article 2 These measures are based on the external environmental needs of enterprises' innovation and entrepreneurship, focusing on five segments: innovation and entrepreneurship service carriers, R&D innovation services, intellectual property services, financing services, and credit services.

Article 3 The identification of small and medium-sized enterprises referred to in these Measures is based on the regional small, medium and micro enterprise standards formulated by Haidian District in accordance with the “Standards for the Standardization of Small and Medium Enterprises” of the Ministry of Industry and Information Technology (Ministry of Industry and Information Technology [2011] No. 300).

Article 4 The support funds involved in these Measures shall be arranged from the special funds for independent innovation and industrial development in the core area.

Article 5 These Measures shall be organized and implemented by the Haidian Park Management Committee (District Science and Technology Commission), the District Financial Office and the District Commercial Committee.

Chapter II Support Measures

Article 6 Optimize the public service environment for SMEs. Support various types of investment entities to build innovative and entrepreneurial service carriers (hereinafter referred to as “service carriers”) that meet the key industries of the core areas, and increase support for the identified service carriers to create the most suitable environment for innovation and entrepreneurship.

(1) Supporting the construction of service carrier professional service capabilities.

Through the government to purchase services, build platforms, etc., organize and guide service carriers to provide enterprises with intellectual property information, marketing and cloud computing, big data and other information services as well as entrepreneurial counseling, financing and other services. Establish an evaluation system based on service capabilities and service performance, conduct a comprehensive evaluation of the service carrier, and award a maximum of 500,000 yuan based on the evaluation results.

Support service carriers to set up innovative stations, build a team of innovative instructors, and help small and medium-sized enterprises to improve their technological innovation capabilities. According to the operation effect of the innovation station, the operating entity is given a reward of up to 500,000 yuan.

(2) Supporting service carriers to reduce the development costs of small and medium-sized enterprises.

Support service carriers provide low-cost office space. The service carrier for the implementation of rent reduction for small and medium-sized enterprises (including “qualified angel investors” who carry out early venture capital activities) shall be subsidized by the operating entity according to 50% of the total rent reduction, and the maximum subsidy amount is 2 million yuan.

Support centralized office areas to reduce enterprise management costs. Standardize and enhance the centralized office area for the registration, business, taxation, financial and other agency services for start-up technology-based startups, as well as value-added services such as entrepreneurial consulting, investment and financing, and information management.

Reduce the cost of innovation and entrepreneurship costs. Increase the support for information-based broadband facilities for service carriers, and provide 100-megabit broadband access to the government's key service carriers for free.

(3) Support the service carrier to promote the graduation of enterprises in our district.

Support the service carrier to do the tracking and landing conversion service of the graduated enterprise, realize the data sharing, and provide the service carrier of the core area of ​​more than 5 high-quality enterprises in the annual direction, and give a reward of up to 1 million yuan according to the contribution of the floor enterprise level.

(4) The total amount of the above-mentioned support funds obtained by the same institution within one year shall not exceed 2 million yuan.

Article 7 Optimize the environment of the R&D service platform.

(1) Build a platform for research and development and innovation. Improve the connection mechanism between regional innovation resources and enterprise R&D needs, collect and release information on supply and demand of technological innovation, establish an online and offline technical exchange and cooperation network, integrate science and technology intermediary forces, and promote the sharing of scientific and technological resources in colleges and universities. For enterprises to purchase R&D services or achievements through the platform, the subsidy of up to 30% of the purchase cost shall be given according to the actual transaction amount, and the maximum subsidy amount shall be 500,000 yuan.

(2) Supporting service platforms such as public R&D testing in key areas. It will focus on providing professional translation services for small and medium-sized enterprises, as well as R&D, testing, design, certification, technical consultation and cross-domain integration and innovation. The award will be based on the total amount of services and the maximum reward amount of 2 million yuan.

(3) Supporting the construction of public platforms in areas such as service outsourcing. The equipment purchase fee and operation and maintenance expenses for the public platform approved by the Municipal Commerce Commission and the Municipal Finance Bureau for service outsourcing enterprises shall be borne by the municipal and district governments in a 1:1 ratio.

Article 8 Optimize the intellectual property service environment.

(1) Build a technology transfer and patent trading platform. For enterprises, colleges and universities, service organizations and other market entities, build technology transfer and patent transaction supply and demand docking platform, provide basic services such as information release and bidding transactions for various entities. The technology transfer service agencies and intellectual property service agencies shall be rewarded according to the amount of technical transactions contributed by their annual service delivery, with a maximum reward amount of 500,000 yuan.

(2) Construction of intellectual property service gathering areas. Focus on building national technology transfer agglomeration areas, intellectual property rights and standardization service agglomeration areas, and granting certain rent subsidies to science and technology service agencies stationed in such agglomeration areas in accordance with relevant measures. If you have already enjoyed the relevant reward support, you will not repeat it.

(3) Cultivate the application market of intellectual property services. Support enterprises to enhance the awareness of intellectual property strategy. For enterprises to purchase intellectual property professional services around patent layout, mining, early warning, evaluation, information services, etc., 30% of the purchase cost will be subsidized according to the contract amount, and the maximum subsidy amount is 500,000 yuan.

Article 9 Optimize the financing service environment.

(1) Improve the risk compensation mechanism. Increase support for small and medium-sized micro-enterprise financial services institutions, set up innovative risk compensation funds, and guide financial institutions to carry out innovations for small and medium-sized microfinance. Banks, insurance, financing guarantees and other institutions are encouraged to provide credit loans, credit insurance loans and credit guarantee loans for small and medium-sized enterprises, and up to 50% of the risk compensation subsidies for institutions with major credit risks, for the “海帆计划” enterprises The maximum credit compensation ratio for credit loans has increased to 70%. The maximum amount of this subsidy for a single institution is 1 million yuan per year.

(2) Reducing the indirect financing costs of enterprises. For the “Haifan Plan” of the “Haifan Plan” for credit loans such as pure credit loans, performance insurance loans, non-listed and non-"three boards" listed equity pledge loans, the subsidy subsidy of 100% is given to the small and medium-sized enterprises, and other types of small and medium-sized enterprises give Up to 50% of the benchmark interest rate subsidy. The single enterprise subsidy ceiling is 500,000 yuan.

The company successfully loans to the bank in the form of intellectual property pledge, giving it a 50% subsidy for financing costs, with a maximum subsidy of 1 million yuan.

A single company can only apply for a subsidy for a loan project.

(3) Support enterprises to use direct debt instruments for financing. Small and medium-sized enterprises that successfully issued innovative direct financing products such as collective bills, collective bonds and private placement bonds will be given a 50% subsidy for intermediary fees with a maximum subsidy of 500,000 yuan.

(4) According to different listing stages, the enterprises with the listing conditions will be given a subsidy of RMB 1.2 million for the cultivation period and RMB 500,000 for the subsidy period. Enterprises listed in the Beijing Equity Exchange Center will be awarded a maximum of 500,000 yuan in funds according to the district-level contribution.

Article 10 Optimize the credit service environment.

(1) Increase government guidance for the construction of corporate integrity. In the core areas of independent innovation and industrial development special fund application, government procurement, bidding and other government work, priority to support enterprises using credit reports.

(2) Encourage financial investment institutions to carry out credit financing services. Support financial institutions such as banks to provide credit loans to small and medium-sized enterprises with credit ratings of BB or above.

(3) Encourage small and medium-sized enterprises to purchase credit reports. For enterprises with a credit rating of BB or above or a company with no bad information record in the credit report, the subsidy for the purchase of credit services is 40%-60%, and the maximum subsidy is 5,000 yuan.

Chapter III Declaration and Acceptance

Article 11 The reporting enterprise shall apply for industrial and commercial registration and pay taxes in Haidian District.

Article 12 The procedures for the application, examination and approval and disbursement of funds in accordance with the Measures shall be implemented in accordance with the relevant provisions of the Haidian District Supporting Measures for the Management of Special Funds for Independent Innovation and Industrial Development in the Core Area.

Article 13 The Haidian Park Management Committee (District Science and Technology Commission) and the District Financial Office shall issue declaration guidelines to the society in accordance with these Measures, and clarify specific support directions, support priorities, reporting channels, acceptance departments, acceptance time, and approval procedures.

Article 14 Units that meet the requirements of these Measures and the Declaration Guidelines shall be declared on the unified reporting platform as required.

Chapter IV Supervision and Management

Article 15 The project unit shall actively promote the implementation of the project during the project construction period, and report the implementation of the project and the use of funds according to the requirements of the competent department.

Article 16 Special funds must be earmarked for special purposes. The project unit shall cooperate with the Haidian Park Management Committee (District Science and Technology Commission), the District Financial Office, the District Finance Bureau and the District Audit Bureau to supervise and inspect the use of funds. The project competent department constructs different project performance evaluation index systems according to different project attributes and strengthens project evaluation.

Article 17 If the project is unqualified, especially if it provides false materials, defrauds financial funds or fails to use special funds as required, the relevant departments have the right to take back government support funds and handle them according to relevant national laws and regulations, and incorporate them into enterprises. The blacklist is managed and no longer supported by government financial funds.

Chapter V Supplementary Provisions

Article 18 These Measures shall be interpreted by the Haidian District People's Government.

Article 19 These Measures shall be implemented 30 days after the date of promulgation. Haidian District's Measures for Promoting the Development of Small and Medium-sized Enterprises (Haihang Regulations [2012] No. 1), Haidian District's Measures for Promoting the Development of Science and Technology Service Industry (Haihang Regulation [2012] No. 3) and Haidian District Promoting Technology Finance The Measures for Innovation and Development Support [2012] No. 7) shall be abolished at the same time. Projects that are still under implementation in accordance with the original policy documents shall be implemented and supervised and accepted in accordance with the original measures.
