In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China and the municipal government's "Implementation Opinions on Promoting the Construction of a World-Class Harmonious and Livable Capital in an All-round Way to Enhance the Level of Ecological Civilization", we will place green development in a more prominent and important position and comprehensively promote low carbon in our district. Ecological construction, promoting the construction of a resource-saving and environment-friendly society, in accordance with the "Beijing Civil Building Energy Conservation Management Measures" (see Beijing Municipal People's Government Order No. 256) and the Beijing Municipal Public Building Energy Efficiency Improvement Action Plan (2016-2018) ), etc., to effectively improve the energy efficiency of public buildings in our district, reduce the total energy consumption of buildings in our district, and formulate this implementation opinion.
First, the guiding ideology
In-depth implementation of the party's 19th National Congress, General Secretary Xi Jinping's series of important speeches and the spirit of important instructions for Beijing work, practice the five development concepts, closely integrate urban development and energy conservation and emission reduction, and actively create with technological progress and institutional innovation. Public building energy-saving green transformation investment and financing mode, accelerate the green energy transformation of public buildings in our district, continuously improve the energy management level of public buildings, reduce the energy consumption level of existing public buildings in our district, and cultivate the building energy-saving service industry. Accelerate the construction of a core area of ​​the National Science and Technology Innovation Center with beautiful environment and harmonious living environment to improve quality and efficiency.
Second, the work objectives
The public building energy-saving green transformation project (hereinafter referred to as the transformation project) referred to in this opinion refers to the heating, ventilation, air-conditioning system, power system, power supply and distribution and lighting system, monitoring of public buildings in accordance with relevant technical standards within the administrative region. Projects that carry out one or more energy-saving retrofits with control systems, enclosures, water supply and drainage systems, etc., and meet energy efficiency requirements.
By the end of the “Thirteenth Five-Year Plan” period, 1.5 million square meters of existing public buildings will be completed, and the average energy saving rate of the renovation project will be no less than 15%. The average energy saving rate of large public buildings will be no less than 20%, and the energy efficiency of public buildings in our district will be improved. Reduce the energy consumption per unit area of ​​public buildings, and contribute to the energy conservation and emission reduction of our district and the construction of ecologically livable areas.
Third, the basic requirements
(1) Government guidance, market operation
Give play to the guiding role of the government in top-level design, overall coordination, policy incentives, etc., and take the lead in carrying out energy-saving green transformation demonstrations for office buildings with high energy consumption, public buildings of regional enterprises, and top three hospitals. The implementation of the contract energy management model will guide social funds to invest in the energy-saving green transformation of public buildings. The construction area for implementing energy-saving renovation through the contract energy management model is not less than 60% of the total mission area.
(2) Emphasis on key points and overall consideration
Focusing on the public buildings along the Zhongguancun Street and the Zhongguancun West District, the enterprises and government departments in the park, taking this green transformation work as an opportunity to comprehensively improve the green and low-carbon development level of the key areas of Zhongguancun Science City, and promote the public buildings in the whole district. Green transformation work.
(3) Improve services and policy incentives
Through the formulation of incentive policies and the provision of technical services, the owners and energy-saving service agencies will be mobilized to participate in the energy efficiency improvement of public buildings in our district, and the formation of market mechanisms for energy-saving renovation of existing public buildings will be promoted.
Fourth, the implementation object and transformation mode
The project to be transformed should have the following conditions:
1. Public buildings with a single building area of ​​3,000 square meters and above in the administrative area, including: office buildings (such as office buildings, government departments, etc.), commercial buildings (such as shopping malls, financial buildings, etc.), tourist buildings (such as hotels and restaurants) , entertainment venues, etc., science, education, culture and architecture (including culture, education, scientific research, medical care, health, sports and buildings, etc.), communication buildings (such as post and telecommunications, communications, broadcasting, etc.) and transportation buildings (such as station buildings, etc.) ).
2. The project shall carry out one or more energy-saving renovations on the heating, ventilation, air-conditioning system, power system, power supply and distribution and lighting system, monitoring and control system, enclosure structure, water supply and drainage system of public buildings according to relevant technical standards. After that, the energy saving rate of the unit building area is not less than 15%, and the energy saving rate of large public buildings is not less than 20%.
3. The transformation mode should be implemented preferentially using contract energy management or PPP mode. Commercial buildings, business offices, medical buildings, and hotel buildings are mainly contracted energy management; government office buildings are led by the government to transform and adopt government investment or PPP operations.
For public institutions with office buildings scattered in multiple regions, energy-saving renovation can be implemented in a multi-regional linkage. For office buildings with multiple units, the unit can be led by one unit, implemented by multiple units, and entrusted by the owner to carry out energy-saving renovation.
4. The renovation project shall provide continuous energy consumption bills, power equipment details and technical parameters for not less than one year before the energy-saving renovation.
Fifth, the organization and implementation
(1) Detecting the bottom
In accordance with the work ethics of the districts and towns, in accordance with the "completely touch, highlight key points, indicators screening" work ideas, establish the public construction and transformation of the district account. At the same time, relying on the electricity consumption data of the “Public Building Electricity Consumption Limit Management Platform” in Beijing, the energy consumption level is more than 10,000 square meters, the energy consumption level is stable in the past three years, and the energy consumption level exceeds the average energy consumption index. Public buildings with large total volume, high energy consumption per unit area and high energy-saving potential will give priority to energy-saving renovation.
(2) Project declaration
1. The reporting unit is the owner of the project or the authorized owner of the project and the energy conservation service company.
2. Before the energy-saving renovation, the reporting unit shall entrust the energy-saving service organization to conduct energy-saving diagnosis according to the relevant specifications, prepare the transformation plan, and sign the energy-saving transformation contract. If the demonstration project is implemented by the contract energy management mode, the owner of the building or the authorized owner of the power and the energy conservation service company shall sign a contract energy management contract.
3. The reporting unit will log in to the Beijing Public Building Energy Conservation Management Service Platform in February and August each year to conduct a centralized declaration of the transformation project. Submit project declaration form, project transformation plan, transformation project contract and other materials to the District Housing and Urban-Rural Construction Committee (for the format, refer to the “Interim Measures for Beijing Municipal Public Building Energy Conservation Greenization Reconstruction Project and Award Fund Management”), and the District Housing and Urban Construction Committee will report the project. Organize expert review, and after the approval, it will be included in the municipal public building energy conservation green transformation project library.
4. The project shall be completed within one year from the date of completion of the application.
(3) Examination and acceptance
1. The energy-saving service company shall implement energy-saving renovation according to the contract. After the completion of the project, the reporting unit shall organize the project parties to carry out special inspection and acceptance, and issue the “Special Acceptance Opinions for the Reform Project”. If the acceptance is unqualified, the inspection shall be reorganized after rectification.
2. For projects with qualified acceptance and trial operation for 12 months, the District Housing and Urban Construction Committee entrusts professional institutions to review the renovation construction area and energy conservation rate of the renovation project through the government's purchase of services, and conduct comprehensive project acceptance. If the comprehensive inspection and acceptance is passed, it is recommended to apply for municipal awards, and give corresponding district-level financial subsidies according to the municipal subsidies.
Sixth, safeguard measures
(1) Establishing a coordination mechanism
The Haidian District Public Building Energy Conservation Greenization Leading Group (hereinafter referred to as the Leading Group) was established, and the deputy head of the district was appointed as the team leader. The leading group was responsible for holding regular joint meetings on energy conservation renovation of public buildings to study implementation policies related to energy efficiency renovation of public buildings. Important measures to coordinate the work between various departments and deal with major problems in the implementation of energy-saving renovation of public buildings. The member units include: District Housing and Urban Construction Committee, District Development and Reform Commission, District City Management Committee, District State-owned Assets Supervision and Administration Commission, District Health Planning Commission, District Education Commission, District Commercial Committee, District Tourism Commission, Haidian Park Management Committee, District Finance Bureau, District Housing Management Bureau, Planning Haidian Branch Office, Office Affairs Management Office, District North Office (Main Street Office), West District Office, District Power Supply Company, various street towns, and related district enterprises. Each member of the leading group shall strengthen the publicity and mobilization of public construction and green transformation in the areas in which they are in charge or in the industries in charge, and ensure that the public construction owners within the scope of the management understand the mode, significance and subsidy policy of the green transformation of the public construction. . At the same time, within the scope of the division of responsibilities and approval authority, on the basis of not increasing the approval link, the supervision, management and service of the green building energy-saving renovation of the district will be implemented to ensure the energy efficiency improvement of public buildings will be implemented.
The leading group has an office (hereinafter referred to as the office), which is responsible for coordinating and coordinating the daily work of green building renovation of public buildings in the district. The office members include: District Housing and Urban Construction Committee, District Development and Reform Commission, District Urban Management Committee, District Finance Bureau, District Housing Management Bureau, District State-owned Assets Supervision and Administration Commission, District Health Planning Commission, District Commercial Committee, District Tourism Commission, District Education Commission, Haidian Park Management Committee, Planning Haidian Branch, District Office Affairs Management Office, District North Office (High Street Office), West District Office.
(2) Defining responsibility
The District Housing and Urban-Rural Development Committee is responsible for the overall coordination of the green transformation of public construction in the district, and is responsible for formulating the transformation plan, technical support, policy explanation, organization and acceptance, and application for subsidies.
All towns and towns must implement their territorial responsibility, take energy conservation and emission reduction as a key project in the region, and take the lead in reviewing the public building organizations in their respective jurisdictions, and formulate renovation plans for the bottoming situation, especially in Beijing's energy consumption limit platform. For the second consecutive year, public buildings with energy indicators exceeding the limit of 20% will be given priority to formulate renovation plans. Supervise the property rights units and property management units to carry out energy-saving renovation.
All industry management departments should assist all the towns and towns to do well the propaganda and mobilization of relevant enterprises, and urge relevant units to complete the green transformation work.
(3) Improve supporting policies
On the basis of enjoying the city-level financial fund awards, the district-level supporting awards will be given. For projects that are completely energy-saving and green-reformed by social investment, the district will refer to the “Beijing Municipal Public Building Energy Conservation Green Transformation Project and the Interim Measures for the Management of Award Funds” (see Beijing Construction Law [2017] No. 12) for the city-level incentive funds. Standard (municipal standard: the public energy saving rate of ordinary public buildings is not less than 15%, the energy saving rate of large public buildings is not less than 20%, and the project is awarded by 30 yuan? square meters), and the district-level supporting awards are given according to 50% of the municipal standards. funds. After obtaining the municipal-level award funds, each project unit will apply for district-level award funds. District-level award funds are arranged and used by the project unit.
(4) Strengthening publicity and mobilization
All industry management departments and all towns and towns shall separately carry out publicity and mobilization work on public building energy-saving renovation policies for public buildings in the industry and public buildings in the territory, and ensure that each property unit and property management unit understands the policies and work of this transformation work. The significance of raising the awareness of building energy conservation in the whole society. Through publicity and mobilization, we will create an environmental atmosphere conducive to the energy-saving green transformation of public buildings in the whole district, gradually form a demand market for energy-saving renovation of public buildings, and promote the comprehensive development of energy-saving work for public buildings.
(5) Strengthening process supervision
Strengthen the safety and quality supervision of the transformation project. At the same time, it should be combined with the actual project, increase support, open up green channels, simplify the process, effectively promote project construction, complete construction tasks within the prescribed time, and ensure energy-saving effects. The reporting unit is the main body of quality and safety responsibility for project construction. The units responsible for energy conservation diagnosis, design and construction should be strictly supervised to implement the project quality and safety responsibility to ensure the smooth implementation of the demonstration project construction. The district's housing construction and finance departments will organize and supervise the implementation of the transformation project and the use of funds from time to time. For the transformation projects with serious quality problems, the responsible units will be dealt with according to relevant laws and regulations.
