  Chapter I General
The first one is to strengthen the management of small and medium-sized enterprises' development funds and promote the healthy development of small and medium-sized enterprises. According to the Regulations on Promoting the Development of Small and Medium-sized Enterprises in Beijing, the "China Manufacturing 2025> Beijing Action Outline", and the "Beijing Municipal Project Expenditure Budget Management Measures" These Measures are formulated in accordance with the relevant provisions of the Catalogue of Prohibitions and Restrictions on New Industries in Beijing, the Industrial Pollution Industry of Beijing, the Adjustment and Exit of Production Process and the Catalogue of Equipment Elimination.
Article 2 Beijing's support for SME development funds (hereinafter referred to as “small and medium-sized funds”) aims to improve the development environment of SMEs, focus on the role of public finances, and focus on reducing costs, supplementing short-term services, and providing support to SMEs. The long-term mechanism of innovation, green development and high-end development will enable SMEs to make greater contributions to the city's economic and social development.
Article 3 Small and medium-sized funds shall be arranged by the general public budget of the municipal finance, and shall be included in the budget management of the Beijing Municipal Economic and Information Technology Commission (hereinafter referred to as the “City Economic Informationization Commission”).
Article 4 The term "small and medium-sized enterprises" as mentioned in these Measures refers to medium-sized, small-scale and micro-enterprises that are established in accordance with the law, have independent legal personality in the city, conform to the national and municipal industrial development policies, and carry out normal business activities. The type of enterprise is implemented in accordance with the standardization standards issued by the relevant state departments.
Article 5 The use of small and medium-sized funds shall conform to the relevant provisions of the State and this Municipality to support the policy orientation and budgetary management of the development of small and medium-sized enterprises, adhere to the principles of openness, fairness and impartiality, and ensure the standardization, safety and efficiency of the use of funds. Enterprises that have been jointly punished by the Outline of the Social Credit System Construction Plan and related memoranda are not covered by this measure.
Article 6 The small and medium-sized funds shall be determined by the Beijing Municipal Finance Bureau (hereinafter referred to as the “Ministry of Finance Bureau”) in conjunction with the Municipal Economic Information Commission to support the direction, scope and standards, and the Municipal Finance Bureau shall be responsible for budgetary arrangements and supervision, and shall be informatized by the municipal economy. The committee is specifically responsible for supporting the organization and implementation of the project.
Small and medium-sized fund project recommendation units (hereinafter referred to as “project recommendation units”), including members of the Beijing Leading Group for Promoting SME Development, and the competent departments of SMEs in various districts (including Beijing Economic and Technological Development Zone) and related units, responsible for small and medium-sized funds The project is initially reviewed and recommended, and the relevant departments are required to do a good job in inspection and auditing.
Chapter II Scope of Use
Article 7 The specific scope of use of small and medium-sized funds includes the following aspects:
(1) Improve the financing environment for SMEs and support the financing of SMEs, especially small and micro enterprises;
(2) Supporting the construction of the SME service system and guiding service agencies to continue to provide quality services to SMEs, especially small and micro enterprises;
(3) Projects approved by the municipal government to support the development of small and medium-sized enterprises.
Article 8 The support for small and medium-sized funds includes small and medium-sized enterprises and service organizations that serve the development of small and medium-sized enterprises.
(1) SMEs must meet the following basic conditions:
1. Meet the standards for SMEs;
2. Having the status of an independent legal person, the place of registration is in the city and the establishment time is more than two years (inclusive);
3. The financial management system is sound and internal management is standardized;
4. There are no records of violations of laws and regulations on safety production, product quality, environmental pollution, and taxation;
5. The declared projects are in line with the support direction and key points of the small and medium-sized funds in the current year;
6. Other conditions that should be met.
(2) The service organization shall meet the following conditions:
1. Have independent legal personality, the place of registration is in the city and the establishment time is more than two years (inclusive);
2. Have the corresponding service qualifications and capabilities, standardize operations, and have good financial revenue and expenditure;
3. Have a sound financial management system, sound service procedures and service quality assurance measures;
4. The organization has no illegal or illegal records in terms of industry operations, taxation, and integrity;
5. The declared projects are in line with the support direction and key points of the small and medium-sized funds in the current year;
6. Other conditions that should be met.
Chapter III Supporting methods
Article 9 The support methods for small and medium-sized funds mainly include: financial subsidies, incentives, and government procurement services.
The small and medium-sized funds are budgeted according to the annual budget, and the total amount is controlled and approved annually.
Article 10 The support methods for small and medium-sized funds are as follows:
(1) Improving the financing environment for SMEs
1. Actively provide financing services for small and medium-sized enterprises, such as corporate bond bonds, collective trusts, private placement bonds, financial leasing, etc., actively carry out financing products and service innovation, and financial service institutions whose charging standards are not higher than market charging standards give appropriate rewards. The award funds received by a single financial service institution shall not exceed 5 million yuan per year.
2. Appropriate rewards will be given to guarantee institutions and re-guarantee institutions that carry out small and micro enterprise financing guarantee business. The award funds received by a single guarantee and re-guarantee institution shall not exceed 10 million yuan per year.
3. Appropriate rewards will be given to SME development fund management institutions and cooperative institutions. For institutions that meet the award criteria for annual performance appraisal, the annual award amount does not exceed 2 million yuan.
(II) Construction of the SME service system
1. Support the construction of SME public service platform and small and micro enterprise entrepreneurship innovation base, and provide a certain proportion of fund subsidy according to the investment amount of construction projects. Among them, the subsidy amount of the site and infrastructure shall not exceed 10% of the total investment of the project; the subsidy amount of service equipment and information transformation shall not exceed 30% of the total investment of the project; the maximum amount of support for a single project shall not exceed 5 million yuan.
2. Conduct an annual assessment of the service performance and related work of the Small and Micro Enterprise Entrepreneurship Innovation Demonstration Base, the SME Public Service Demonstration Platform, and the Beijing SME Public Service Platform Network Networking Window, and reward those eligible for merit. Not more than 1 million yuan.
3. Support third-party service organizations to provide entrepreneurial counseling, technical support, inspection and testing, experimental verification, information services, consulting services, training services, intellectual property services, market development and other professional services for SMEs, and review and evaluate according to service performance. After the assessment, if the conditions are met, the award will be awarded according to the merits. The maximum award amount of a single institution is not more than 1 million yuan per year.
4. In accordance with the relevant provisions of the Beijing Municipal Government's purchase of service catalogues, the third party agencies are entrusted to carry out work through the government's purchase of services. The amount of funds is determined according to the contract amount of the project; if the relevant bidding requirements are met, bidding shall be carried out in accordance with the regulations.
5. Support the construction and operation of the city-level hub platform for the Beijing SME public service platform network.
(3) Other items approved by the municipal government to support the development of small and medium-sized enterprises and other items not specified in the present measures shall be clearly defined in the notification notice according to the nature and characteristics of the project.
Article 11 Projects that have received financial support from the central or municipal level will not be repeatedly supported in principle, except for projects with supporting requirements or joint support.
Article 12 The relevant expenses incurred in the management of small and medium-sized funds, policy research, policy promotion, project publicity and announcement, intermediary project evaluation, project library management, etc. may be financed from small and medium-sized funds.
Chapter IV Project Declaration
Article 13 The implemented projects whose small and medium-sized funds are included in the budget approval at the beginning of the year shall not be lower than the financial budget requirements of the current year. The progress of capital expenditure should match the time schedule. The declared budget needs to be filled in the overall fund and individual performance targets.
Article 14 The project shall be declared by public collection and selection. According to the annual work focus, the Municipal Economic Informationization Commission shall formulate a notice for the issuance of collection notices and declaration guidelines, and publish them on the website of the Municipal Economic Information Commission and other designated media.
Article 15 The project application unit shall declare the project through the project declaration system in accordance with the requirements of the collection notice and the application guide.
Article 16 The project recommendation unit organizes the project collection and preliminary examination work. For the projects approved in the first instance, the project recommendation unit will sign the recommendation and submit it to the Municipal Economic Information Commission.
Article 17 Within the control budget of the project expenditure, the Municipal Economic Informationization Commission shall report to the Municipal Finance Bureau after the selection of the projects that meet the supporting conditions.
Article 18 The Municipal Finance Bureau shall review the project budget in accordance with the relevant laws, regulations, guidelines and policies of the State, the municipal government's work priorities and the Municipal Economic Information Commission's performance of functions and career development goals.
In accordance with the requirements of improving the scientific and refined level of project expenditure management, for the projects within the scope of financial review, the financial review shall be carried out according to the regulations, and the municipal economic informationization commissions of other projects shall implement the department self-evaluation.
Article 19 The Municipal Economic Informationization Commission is responsible for organizing project acceptance and reporting the completion of the project and the use of funds to the Municipal Finance Bureau. Conduct performance evaluation in accordance with the relevant requirements of the Municipal Finance Bureau.
Article 20 The Municipal Finance Bureau shall, in accordance with the annual financial situation and the status of the project through the review, combine the previous year's project fund balances and performance evaluation results, and make overall arrangements for the project expenditure budget to be included in the fund support plan. Before the funds are disbursed, after approval by the Municipal Finance Bureau, the proposed project will be publicized on the website of the Municipal Economic Information Commission (the publicity period is 7 days). If there is no objection during the public notice period, the fund transfer procedures shall be handled in accordance with the regulations. The project unit shall sign a project contract with the Municipal Economic Information Commission to clarify the project performance objectives.
Article 21 After receiving the funds, the project unit shall strengthen the management of the use of financial funds, ensure the earmarking of the funds, and handle the accounts in accordance with the provisions of the current financial system. Where the use of funds is specified, a detailed account or an auxiliary account shall be established.
Chapter V Supervision and Management
Article 22 The Municipal Economic Information Commission and the Municipal Finance Bureau shall supervise and inspect the use of small and medium-sized funds. Units that receive medium and small fund support shall be subject to the supervision, inspection and audit of the Municipal Economic Information Commission, the Municipal Finance Bureau and relevant departments. The project undertaker and the project recommendation unit shall cooperate with the performance evaluation, follow-up inspection, submission of funds use benefit analysis report, publicity, research, submission of information, file management and so on. At the same time, in accordance with the requirements of the Municipal Economic Information Commission, we should cooperate with the data reporting and operation monitoring of the business operations of the company.
Article 23 The violation of laws and regulations in the use of funds shall be handled in accordance with the provisions of the Budget Law of the People's Republic of China, the Accounting Law of the People's Republic of China and the Regulations on Punishment of Financial Violations. In addition to the above provisions, the reporting unit that fraudulently obtains support funds shall take back the funds that have been disbursed and notify them, and will no longer accept applications for relevant public policy support funds, and cancel the cooperative relationship with the unit.
Article 24 In the course of implementation, if the fund-supporting object or project unit is jointly punished by the “Outline of the Social Credit System Construction Plan” and related memorandum, the financial support or application qualification will be suspended or cancelled.
Chapter VI Supplementary Provisions
Article 25 These Measures shall be interpreted by the Municipal Finance Bureau and the Municipal Economic Informationization Commission.
Article 26 These Measures shall be implemented 30 days after the date of promulgation. The Interim Measures for the Administration of Special Funds for Supporting the Development of SMEs in Beijing (Jing Cai Yi Yi [2005] No. 412) shall be abolished at the same time.
