Chapter 1 General
The first is to implement the strategy of priority development of talents in an in-depth manner and fully implement the Notice of the State Council on Printing and Distributing Beijing's Overall Plan for Strengthening the Construction of National Science and Technology Innovation Centers (Guo Fa [2016] No. 52) and the Beijing Municipal Committee of the Communist Party of China on Deepening the System of Talent Development in the Capital Implementation Opinions on Reform (Jingfa [2016] No. 15), strengthen the construction of high-level scientific and technological talents in this city, select and train high-level scientific and technological innovation and entrepreneurial talents with high academic morality, outstanding scientific research ability, leading scientific research level and broad international vision. We will build a scientific and technological innovation team with innovative capabilities and make every effort to promote Beijing's construction into a globally influential science and technology innovation center.
Article 2 The Municipal Science and Technology Commission shall, in accordance with the principles of rational distribution, individuality training, scientific management, and efficiency-oriented, closely organize the implementation of the capital science and technology leading talent training project (hereinafter referred to as the science and technology leading project).
Article 3 The selection of science and technology leading projects shall be carried out once a year to provide support for leading talents in science and technology innovation and leading talents in science and technology.
Chapter II Qualifications
Article 4 The scientific and technical personnel (hereinafter referred to as the applicants) who apply for the science and technology leading projects shall be under the age of 50, shall abide by the law and abide by the law, be impartial in style, behave in a good manner, enjoy a good reputation in the industry and be widely recognized; Ability and team organization and management ability; the innovative team led by the reasonable structure and outstanding achievements; has good development potential; and has one of the following conditions:
1. Leading talents in science and technology innovation should work in the front line of scientific research, have strong original innovation ability, lead the team to achieve high-level innovation achievements, and creatively solve key technical problems in the major scientific and technological project research and implementation of major engineering projects. Recognized by domestic and foreign counterparts
2. Leading talents in science and technology entrepreneurship should be the chief person in charge of the founding company, general manager, chief executive officer, coordinator or chief technology officer, and have a scientific work experience and rich scientific research experience. Strong market development and management capabilities. The established enterprise development field belongs to Beijing's key development industry direction, with core technology and independent intellectual property rights, and has good business performance and growth.
Article 5 The following persons are not within the scope of applying for science and technology leading projects:
1. Personnel who have been selected into national talent plan such as “National High-level Talents Special Support Plan” and “Innovative Talent Promotion Plan”;
2. Two consecutive declarations were not selected for the “Technology Leading Project”;
3. A team member who has been selected as a member of the previous Science and Technology Leadership Project and who has expired less than 3 years during the implementation period or during its implementation period.
Article 6 The unit where the applicant is located (hereinafter referred to as the supporting unit) shall be a legal entity registered in the Beijing area.
Article 7 The eligible applicants shall log in to the Beijing Science and Technology Talent Management Information System to fill in the information, and the review shall be conducted by the supporting unit and the Municipal Science and Technology Commission. If the approval is passed, the supporting materials shall be submitted by the supporting unit, and the authenticity of the contents of the application materials shall be responsible. The application materials may not contain confidential content, and if the state secrets regulations are violated, the Municipal Science and Technology Commission will cancel the applicant's application qualification.
Chapter III Selection
Article 8 The selection of science and technology leading projects shall be conducted in accordance with the principles of fairness, impartiality and openness.
Article 9 The selection process includes expert consultation and evaluation, relying on the unit publicity, comprehensive assessment, validation and public announcement.
1. Expert consultation and review. Adopting a form of on-site defense, focusing on the researcher's scientific research ability, innovation achievements and development potential, etc., and generating nominees.
2. Relying on the unit publicity. The nominated candidate's materials will be publicized by the supporting unit in the unit. The publicity period is 5 working days, focusing on the recognition of the nominees.
3. Comprehensive assessment. Take the form of on-site defense, focusing on the performance of the nominee candidates and the development of the capital, and generate the candidates to be selected.
4. Validation. According to the comprehensive assessment opinion, the list of candidates to be selected will be reviewed.
5. Publicity release. The list of candidates to be approved and approved shall be publicized on the website of the Municipal Science and Technology Commission, and the publicity period shall be 5 working days. The list of selected persons is released based on the results of the public announcement.
Chapter IV Support
Article 10 The Municipal Science and Technology Commission shall grant scientific and technological support to the selected personnel and encourage the supporting units to match the funds.
Article 11 Encourage selected personnel to lead the team to carry out major scientific and technological research, major project implementation, scientific research achievements transformation and industrialization counseling, undertake major national science and technology projects, various scientific and technological talent programs, participate in relevant scientific and technological consulting work, and Cooperation between foreign research institutions and teams.
Article 12 Encourage the supporting units to take the selected personnel as the core and apply for scientific and technological innovation platforms such as national key disciplines, national key laboratories, and national technology innovation centers.
Chapter V Management
Article 13 The Municipal Science and Technology Commission shall sign a task book with the selected personnel and the supporting unit to clarify the scientific research plan and personnel training plan.
Article 14 The management of science and technology leading projects shall be implemented in accordance with the “Beijing Municipal Science and Technology Special Management Measures”.
The management of science and technology leading project funds shall be implemented in accordance with the Measures for the Administration of Beijing Science and Technology Plan Projects (Projects).
Article 15 Establish a contact communication mechanism and an information update management mechanism for selected personnel, manage the training process for selected personnel, and strengthen daily contact.
Article 16 If the selected personnel are transferred to other provinces and cities during the implementation period, or if they are transferred from the original research field due to work transfer, the execution of the task book shall be terminated and handled in accordance with the procedures prescribed in the “Beijing Municipal Science and Technology Special Management Measures”.
Article 17 After the end of the implementation period, organize technical experts, management experts, and financial experts to evaluate and evaluate the completion of the contents of the task book, the personal growth of the selected personnel, the performance of the team, and the use of funds.
Article 18 If the selected personnel complete the science and technology leading project as scheduled, they shall continue to pay attention and support services according to the completion of the performance of the task.
Chapter VI Supplementary Provisions
Article 19 These Measures shall be implemented 30 days after the date of promulgation. If the relevant documents promulgated before the implementation of these Measures are inconsistent with the provisions of these Measures, they shall be implemented in accordance with these Measures.
