  Article 1 In order to regulate the management and use of special funds for the development of small and medium-sized enterprises and improve the efficiency of the use of funds, these Measures shall be formulated in accordance with the provisions of the Budget Law of the People's Republic of China and the Law of the People's Republic of China on the Promotion of Small and Medium Enterprises.

Article 2 The special funds for the development of small and medium-sized enterprises referred to in these Measures (hereinafter referred to as special funds) refer to the funds allocated by the central budget to optimize the development environment of small and medium-sized enterprises and guide local governments to support the development of small and medium-sized enterprises.

The third special fund aims to attract local leaders to actively explore effective ways for the government to support small and medium-sized enterprises, support the improvement of the development environment for small and medium-sized enterprises, increase investment in weak links, and promote the ability to provide public services to small and medium-sized enterprises. In particular, the shortcomings and bottlenecks in the development of small and micro enterprises have established a long-term mechanism to support the development of small and medium-sized enterprises, and effectively promote the formation of a good situation of “mass entrepreneurship and innovation”.

Article 4 The management of special funds shall follow the principles of openness, transparency, fairness and impartiality, highlighting key points, and strengthening supervision, and implement special funds and special management to ensure that funds are used in a standardized, safe and efficient manner.

Article 5 The Ministry of Finance, together with the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Commerce, and the State Administration for Industry and Commerce, shall determine the special funding support priorities. The Ministry of Finance is responsible for budget management and fund disbursement of special funds, and will carry out budget supervision and performance management with the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Commerce, and the State Administration for Industry and Commerce on the management and implementation of special funds.

Article 6 The scope of special fund support includes:

(1) Demonstration of small and micro enterprise entrepreneurial innovation base cities.

(2) SMEs participate in key exhibitions, improve the public service system for SMEs, innovation activities for SMEs, financing guarantees and domestic trade credit insurance.

(3) Other work to promote the development of SMEs.

Article 7 The Ministry of Finance, in conjunction with relevant departments, shall timely adjust the key areas supported by special funds in accordance with the state's decision-making on promoting the development of small and medium-sized enterprises, and organize and implement them through the issuance of work guides.

Article 8 The first work of Article 6 of these Measures shall be carried out by the provincial financial department and the departments of the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Commerce and the Ministry of Industry and Commerce. The General Administration of Management and other departments declare. The reporting city shall prepare an implementation plan in accordance with the requirements of the work guide. The Ministry of Finance shall, in conjunction with the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Commerce, and the State Administration for Industry and Commerce, organize competitive evaluations in accordance with the procedures clearly defined in the work guidelines, and determine the demonstration cities.

The Ministry of Finance is responsible for determining the total amount of support for the demonstration cities during the demonstration period. During the demonstration period, the total amount of incentives for cities and provincial capital cities is 900 million yuan, and the total incentives for general cities (including districts and counties under the municipality) are 600 million yuan. During the demonstration period, three years from the date of the city's inclusion in the demonstration year, the Ministry of Finance will allocate special funds in accordance with factors such as funding needs, budgetary schedule requirements, and management performance.

The Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Commerce, and the State Administration for Industry and Commerce and other departments shall guide the demonstration work of small and micro enterprises' entrepreneurial innovation bases in accordance with their respective responsibilities.

Article 9 For the second work of Article 6 of these Measures, the provincial finance, labor credit, science and technology, commerce, industry and commerce administration and other departments shall guide the demonstration cities of small and micro enterprise venture innovation bases to increase support for key work and promote demonstration cities. Actively carry out the first-in-first-trial test and give play to the role of demonstration and demonstration; the qualified work will be organized and implemented by the Ministry of Finance and the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Commerce, and the State Administration for Industry and Commerce, etc., to continuously expand the scope of benefits for SMEs. To effectively improve the pertinence and effectiveness of each special work. The specific projects shall be organized and implemented by the relevant local departments and the financial departments at the same level in accordance with the division of responsibilities and shall be supervised.

Article 10 Special funds subsidies shall be classified according to government agencies, institutions and enterprises. Special fund subsidies may be based on different types of support, such as grants, investment subsidies, and government purchase services.

Article 11 The payment of special funds shall be carried out in accordance with the relevant provisions of the financial treasury management system.

Article 12 The financial departments at all levels shall establish regular evaluation and withdrawal mechanisms with relevant departments at the same level, organize performance evaluation according to actual work needs, and strengthen the application of performance evaluation results.

Article 13 The Ministry of Finance shall, in conjunction with relevant departments, strengthen budget supervision, supervision and inspection, and promptly supervise and rectify problems when problems are discovered. Departments of finance, industry, science and technology, commerce, industry and commerce, and other departments at all levels in the allocation of special funds, project funds review, etc., there are violations of the provisions of the allocation or use of special funds and other abuse of power, negligence, malpractice In case of violations of laws and regulations, in accordance with the "Budget Law", "Civil Service Law", "Administrative Supervision Law", "Regulations on Punishment of Financial Violations" and other relevant provisions of the State to investigate the corresponding responsibilities; suspected of crimes, transferred to the judicial authorities.

Article 14 The local finance department shall, in conjunction with the relevant departments at the same level, formulate detailed rules for the implementation of special fund management, and promptly disclose the results of the special fund allocation to the public.

Article 15 These Measures shall be implemented as of the date of promulgation. The Notice of the Ministry of Finance on Printing and Distributing the Interim Measures for the Administration of Special Funds for the Development of Small and Medium-sized Enterprises (Cai Jian [2015] No. 458) shall be abolished at the same time.
